I think there have always been exceptions, with the so-called privileged often being the ones with the exceptions, much like today where the law applies to everyone except politicians, police, military and those who get special favours from them all. But shaving pubic hair has nothing to do with cleanliness (the perception that it is is certainly true for some) as this is how our species evolved, so it can’t ever be true. But there are problems with human hair wherever it is and so if it isn’t kept clean and in good order, problems will arise. Plus we have the crabs problem. The matter of hair patches being left around the vulva must be due to the pain of the regrowth, which may be especially irritating above the vulva where patches are often left. But not having a vulva and not shaving myself, I don’t know.
Actually shaving was the norm for wealthy Egyptians back in the day. They would pay and have women shave them. It was a sign of cleanliness ect.. Just like it is today. Now, many chics are just lazy. And the ones who have these ridiculous patches, stripes ect. it takes more time ti do that then to shave the whole mess off which blows my mind.
